San Fran Nan was moaning about this in her personal "attack Allawi" press conference of yesterday (Thursday) afternoon. She lamented that people who weren't paying taxes weren't going to get tax refunds. Then she said she was spilling too much of their "agenda" they'd announce at a meeting today which, I guess, this originates from?
Poor does not necessarily mean no income.

Hmmm.....
To try and answer your question, I think the "no tax" limit is less than $10K income per year. What would you call "poor"? Less than $20K? They would still pay taxes if over $10K (in a much, much lower bracket.)
People who do not pay taxes don't deserve a "refund."
You still payroll taxes and it is intended as a partial refund of those taxes to avoid the otherwise regressivity of them.
Never forget one of the primary goals of the socialist left. THE REDISTRIBUTION OF Y-O-U-R WEALTH. It his how they gain and maintain power.
What's "regressive" about funding your retirement? You can be sure these people will line up to get their SS checks and Medicare.
Even if make more than $20K, start taking personal exemptions and standard deductions

How can "poor" families get tax breaks when they don't pay any taxes in the first place!
