If North Korea has the capability and the means to liquify Honolulu and Anchorage (or even Tokyo, for that matter), then no US President is ever going to seek an "Authorization of Force" or "Declaration of War" against them. And if North Korea succeeds in extending the range of their IRBMs (or, if they already have) to include Seattle, Portland, Frisco, and LA, that only cements the facts of the case. We ain't God, and we ain't Superman. No US President will ever seek an "Authorization of Force" or "Declaration of War" against a Nuclear-Armed Adversary. Atomic Weapons and the Means to deliver them are the international, universal Ace Card.
Isn't this what preemption is all about...to deal with imminent or gathering threats? Let's just say imminent in this case.

If the US starts a nuclear war, US military bases in Japan would become a huge time bomb threatening our survival, unavoidably becoming the lighted fuse that would turn Japan into a nuclear sea if fire.” This is posted on a web site operated by North Korea, Waga Minzoku Doushi. (Don’t search for it. That’s a transliteration of Chinese characters.)
On the eve of the Japan Korean working-level talks on abductions of Japanese citizens by North Korea scheduled to open in Beijing on the 25th, it is possible that this “sea of fire” statement may have widening repercussions. However, as part of its strategy for clarifying what actually happened in the abductions, Japan is seen not to be backing down from its hard-line stance toward North Korea.
In March 1994, when the working-level talks between the North and the South on the North Korean nuclear issue broke down, the head of the North Korean delegation threatened, “If South Korea starts a war, we will turn Seoul into a sea of fire,” so this isn’t the first time they’ve said such a thing. Well, I am sure Japan is impressed with Clinton's foreign policy and diplomatic "successes" regarding N. Korea -- the same ones Kerry wants to continue: wait until rogue nations get nukes and WMD, instead of pre-empting them, before they become an imminent danger to the world.

Just as atomic weapons were unheard of before being used, we have to have more recent developments that haven't been utilized and they are probably instruments of destruction that have built in cover so none the wiser would the world be if and when they are used. I have no doubt that we have newer universal aces to outdo the NK.
If it were just that I would probably agree you were correct. But can we guarantee that Kim will not export nuclear technology to terrorists or other rogue nations?
If we cannot guarantee that then Kim must go no matter the cost.

When the shuttle went down, I was concerned that China had gotten it from clintong, and used it against us on an overflight.
But they tell us that they are pretty sure, it was the foam that did the damage. So, I feel better about it.

Not entirely true; can't is not the proper word. Won't is more like it. Our preemptive attack could be over in 15 minutes and they'd never get a missile off the ground. But the civilian casualties caused by our need to take out every possible (even if not confirmed) storage and launch site would be too horrific to contemplate.
With sufficient intelligence we could pull it off with pinpoint targeting, but depending upon intel is risky business.
