Bush's 'peace sign' would translate to "V" for victory (Churcill often flashed it).

The derogatory hand signal you are thinking of is the same except the hand is reversed. I think it was originally used to show some Louis or other that the flasher still had his fingers and could still operate a longbow and was thus in defiance of the Louie or Charles or whomever (it's been a long time for me since school!)
