That's the way I understand it also.
(On wizbangblog, Sep 13 - http://wizbangblog.com/archives/003652.php ) 1st forgery letter sets up Bath and Bush.
Document released in recent Administrative order 87 has the name of Bath redacted (blocked out) [1st view image].
Document released in 2000 Administrative order has unredacted version of the record, with Baths name visible [2nd view image].
This is how they knew Bath's name, to put in the forgery - (to give it a feel of authenticity).
These show that Bush was suspended.
Suspension in itself in not (necessarily) "bad".
The forgers aren't trying to make the case that Bush was suspended, but that he was suspended "for disobeying a direct order", and the reason he disobeyed (they say) was to avoid a drug test (they say he was a coke-head).
