If forging US Government documents is a Federal Offence, is it possible for any member of the public to make a complaint to start investigation?

Is it also possible for a member of the public to bring such a complaint direct to court? In the UK we call them "private prosecutions", that's when the the local prosecutor won't pursue it, a member of the public has a right to bring his own charge.

Is it possible to bring a class action against the purveyor of a libel?

Lastly, does the DA in Abilene want to make a name for himself.

The short answer to your excellent questions is that, in some ways, the laws that would cover a case like this in the U.S. are much less just that the onese in the U.K. For all practical purposes, there are no effective libel laws that protect "public" persons, and the average individual has no idea how easy it is to become a "public" person under the relevant laws. As for forgery and fraud, maybe one of the FR legal beagles can give us some info.
