I'll bet the DNC/Kerry/Bagala told Burkett to fax them to CBS...
Couldn't have them come directly from DNC/Kerry HQ. But they let Rather know they were coming.

They probably had to have Burkett fax them several different versions of the memos until they got one they could realistically pass off as being from the 70s. :)
