Campenni says another issue with memo 4, besides Staudt being retired, is the term "OETR" was not the one they used. It was "OER".
Angle plays for Campenni the clip of Harkin saying Bush avoided a physical, and Harkin's phrasing implies it was for fear of detecting drugs. Campenni said the physicals were purely evaluating fitness and health, but not screening for substances.
Campenni says the media can look, but to his recollection, drug screening started about 1981.
Oh, Jim Angle thanks "Bill" for coming in. Sounded kinda familiar there.

I was in Drug and Alcohol Control Program where we conducted random urinalysis in 1980. I don't think it was totally new then.
