Why would anyone put a speculation in a memo: "but think he's also talking to someone upstairs" and it is a totally disconnected thought from the preceeding portion of the sentence.

BTW, it would seem that the forger is pretty young. Someone older, with experience in forging documents would know how to make it look like a bad typewriter job. Unless they grew up after the era of typewriters and never really saw typewritten documents much.

I'd bet the forger is a male, dis-affected, DU type that was born after 1978. (if anyone wants to start a pool)
