Yep, you are absolutely correct

not one of those four documents would have been kept in anyone's official Personal file

at the most they would have been in a squadron PIF...Personal Information File at the unit's orderly room and should have been pulled and given to the service member when he transfered or separated

and the memos and CYA would have been stuck in a back file or desk drawer of the commanders desk, which wasn't exactly kosher but done by most commanders and supervisors

The thing I find suspicious, is that ANY AND ALL memos similar to those, are purged from a military member's 201 file, and given to the service member.

If anyone would have had those memos, it would have been President Bush. I have 40 or 50 similar memos in my personal files AT HOME, not unit personnel files, from as far back as the early 70s.
