A Google on just BUPERSMAN returns 54 replies, many that seem to be subsets of 300 (320, 340) perhaps you could piece these together.

OK, here you go:

At some point since 1978, the numbering system was changed, so 3830300 is now 1920-160.

Neither retirement nor release from active duty affects an individual?s status as a commissioned or warrant officer until the officer?s commission or warrant has been terminated.
