In fairness to Keyes, though, his position on the Second Amendment has apparently changed somewhat over time. I don't know that he had ever previously advocated the licensing of weapons. This seems to be a new position.
And, you know, he's in the middle of a campaign. He may not have yet had a chance to really think through some of these newer ideas.
Not trying to be unfair to anyone - just pointing out that that is a fresh quote, when some of the others have been older. People can take that for what it's worth, I guess.
Is he now saying that he favors licensing WEPONS?
It appeared to me he was licensing USERS.
In the latter case, it keeps Big Brother from knowing who IS armed...merely who is legally allowed to be. The holding of a wepons license would not be - in itself - evidence that one actually had a wepon.
