"the state in which I can carry a weapon in a National Park or Monument" That's federal property, how the Feds circumvent the Second there I don't know. Simple, they pass a law and enforce it :<(
Actually I was thinking of the ban not only in the federal context, but in the context of National Parks or Monuments in states that allow open or concealed carry, or have a 2nd amendment equivalent in their state constitutions.

It's still be a federal issue. The states effectively give up their sovereignty when they turn the land over (though i don't know just how they do that either LOL!).
Hunting is allowed in several national parks. In Va we can carry in all state parks, though the Northern Virginians (yankees) try to end that just about every year.
