Yes, but there are some exceptions, including when 527's set up segregated accounts. It's a really complicated issue, and something that can barely be distilled into a legal memo, much less an FR thread.
It took some google research but the 527 laws on the 30/60 day window are clear to me. Key words are corporate and union.
