It's Monday, what can I say. Sierra, you were referring to pre legislative meetings. I doubt they will hold any, they want this passed. I was referring to the legislation itself. In the paragraph right before Chapter 3 you will find this:

33332. The conservancy shall hold meetings within the region or in a metropolitan area near the region.
