I'm guessing he's talking about the seven minutes of W in the classroom and Kerry admitting that after they heard of the Towers, nobody could do anything or say anything, and suddenly they heard and turned and saw the plane hit the pentagon. Except 37 minutes had passed.

Actually, I think he's referring to Maher and some other idiot saying that Bush sat for seven minutes and then didn't do anything for another 20 minutes after he left the classroom.
Maher's said it in several places. I just can't remember the other names. It's the new dem mantra.
