It appears to say "Destruction of America" if I am making it out right.
Interesting jg, thanks. The rather crude drawing seems to have a map on the bottom portion (of the ne portion of the US?) with lines coming from the upper portion (above the green squiggly lines) down into the states. Not sure what the upper portion is. Most curious.
