Well I don't know anything about national radio markets. It is entirely possible that if I went to an ad exec and told them to buy ads within my budget that would reach the most listeners, he or she would pick these markets. I just don't know.
A little over half cover swing states. But covering 40% of the states means you are going to cover a good chunk of the swing states anyway.
It may be a cost/benefit analysis (price per listener) would account for why Birmingham, Oklahoma City, and Portland, Maine are on the list.
But I'm still not so sure about the timing.
It seems like the northeast and western cities aren't well represented for the Saudi broadcasts in comparison to the large populations of those areas.
