He's the one that wrote Osama's revenge. We've been hearing stories about these nukes for a LONG time, since well before the first attack on the WTC.

The possession issue is what has me skeptical. We tend to focus on US and not so much OBLs desire to take over Saudi Arabia. If he has nukes, why has he been playing around with small fry tactics and go straight for the jugular?
