Did the GWEN system get broken? I have no idea. Maybe a good tactician could explain it. I don't know why they'd deliberately turn off the lights. It sure wasn't to hide from MIRV.

I'm sure that GPS would get turned off along with cell towers if TSHTF, at least wherever relevant.
