This is correct. My hubby, Sgt. AQGeiger, can't stand Kerry. But he won't say anything negative about him in public. He says it would be inappropriate, because there is a possibility that Kerry could be his Commander in Chief.
When Clinton was president, actual orders came down ordering us to not say anything negative about Clinton.
I guess they didn't know that the military already has protocol where it does not speak ill of its leaders.
