99% of Kerry's tough talk can be countered with one of the following:
"You're all talk."
"Talk is cheap."
"Actions, not words."
The media is eating his speech up. As far as I have seen everyone calls it the best speech Kerry has ever given. CBS folks are calling it the best speech by any canidate in recent history.
EVERYONE is gushing... Let's not kid ourselves the media is going to go NUTS about it and is lapping it up.
