It's against the law to fly remote controlled toys or even kites near airports because it could interfere with planes.

I did not know that.

It was so big I initially thought it was a real plane...but surely it was just a remote-controlled plane as low as it was and as many circles around the tanks it did.

You can put cameras on those things and use them for surveillance.
