I can't believe you're serious, but here goes:
It is illegal to physically stand next to the highway.
People standing next to highways are out of place.
It is not normal for people to stand next to highways.
Physical harm and or death could result.
Hence hitch-hiking being illegal.

For one, this isn't that kind of highway. It's sort of a state road run amuck. At grade crossings mixed with on/off ramps. It's nuts. Orange barrels an construction all the time. Runs right through Columbia. splitting the neighborhoods in two. I will count how many people by that road tomorrow when I go to Laurel and post it here. While it might be illegal and they are definitley in danger, it is a big leap to terrorism don't you think? Seriously?
