With tinfoil hat firmly in place, I am leaning strongly toward all the above. The only thing is, to whom should I report this activity? Suggestions anyone?

HOMELAND SECURITY was created for this very purpose, to assimilate information that could tie in with other agencies, thereby giving them a clear picture of what is going on. I would contact them and ask where they want that information given, and make it as detailed as possible.
May God give you clear pics, tag numbers and time'/date info...be careful out there, and let professionals pick it up so that their actions are found out, not spooked.
