Bush and Rove are surprised. Why do you think that Bush is surprised by this? The person who is the primary source of this story is a Bush appointee.
www.whitehouse.gov | Office of the Press Secretary | November 30, 2001: The President intends to nominate Michael Shelby to be a United States Attorney for the Southern District of Texas. Shelby is currently an Assistant U.S. Attorney for the District of Arizona, Phoenix Division where he has served since 1997. He was previously an Assistant U.S. Attorney for the Southern District of Texas, an Attorney for Bludworth, Lippman & Herring, and an Assistant District Attorney for the Harris County District Attorney's Office in Texas. Shelby is also a Commissioned Officer in the United States Navy Reserves. He received a Bachelor's degree from Texas A&M University and a J.D. from University of Texas Law School.

I doubt Bush could pick Shelby out of a police line-up, if Shelby was the only one in the line-up.
