I don't think Western civilization has to declare war on Islamic countries that do not demonstrate religious tolerance. The 'Tolerance' shown is ambiguous at best, and certainly impossible to quantify.

The Muslim world community (called the umma in Arabic) will tell you that the Quran DOES require tolerance toward other religions. As long as the person tolerated pays a special tax, he is tolerated. Not accepted, simply tolerated.

Western civilization is in a sneaky, dirty street fight with Islam, starting long ago, but brought to clear focus by the Twin Towers Attack. Western civilization is fighting for it's very existence. There can be no peace treaty' with these animals.

I want religious tolerance to be included in the "humans rights" showing that precedes an award of most-favored-nation status, and for that system of incentives to be extended in a way that gets the attention of all moslem states.

So, let the matter be submitted yearly to congress: "Did citizens of XYZ state experience, legally and actually, equal treatment irrespective of religion? No? Ok, NO trade preferences; NO government contracts to companies of that state, MORE import taxes, MORE visa restrictions, etc., etc."
