It amazed me that some conservatives would back him....apparently out of pure Clinton-hatred. It's precisely the same as lefties supporting Saddam because they hate Bush.

A complete nonsense. Milosevic tried to keep Kosovo from Muslim/Albanian takover or help Bosnian Serbs to preserve their identity and land. This is not "seeking empire", not more than Americans would be if they tried to keep English speaking parts of Florida and California in the Union.
I'd say it's closer to some of the British right's opposition to "Blair's war" in Iraq.
Many here opposed involvement in a Balkan war for European interests. They did not "back" Milosevic, they just didn't back his enemies.
