That would depend upon whose pocket got picked. And upon whether the entire city was committed to protecting the pickpocked.
I repeat. One does not burn down a city because it contains a pickpocket. To attempt to do so makes one far viler than the pickpocket in question, and far worthier of punishment by God and the state.
