yea, I've always wondered if the 'tiny' post 9-11 anthrax 'outbreak' was a 'test run' for a later terrorist strike....
the anthrax threat is alot more possible then the nuclear weapon threat. but the dispersal methods are in question, although it would work well in a subway.
