I would think that the hurdle to agriculture in Mongolia is their nomadic nature, moreso than communism.

The Mongols killed 800,000 Iraqi's when Baghdad refused to surrender.
If the city surrendered, they didn't kill anyone.
If they didn't, they killed everyone, save a few who could warn the next town of what was coming.

hurdle to agriculture
Russia encouraged large state run wheat farms on land that was better for grazing and still is but the country does need some grain grown there and there is some ground that can grow wheat if they go back to old practices.
From what I say the Mongolian are very entrepreneurial and will survive but it will not be a completely smooth ride
