Me either. For example, I still cannot entirely buy why they would have held off using the nukes. They have a great amount of patience and restraint, but do they really have that much? Hope not...
I'm not sure. I do believe that if they had nukes, they would hold off using them until 'the end.' It would likely be in the form of a multi-faceted 'death blow.' It is possible that they believed 9/11 would accomplish their purpose and make us pull out of the ME? Who knows...
IMO they were waiting for certain concessions from the government. Maybe they also needed more time to move the nukes into position/arm them/whatever.
