Westphalia could be construed as a threat to the Vatican though. IIRC it divided Europe along religious lines, and formally ended hostilities between the Protestant and Catholic Churches.
The religious significance of the Westphalia treaty may be what they are referring to.

It's hard to follow his intent with that horrible translation, but I believe he intends to make it known that it is indeed a holy war, and nothing else.
