That was my first reaction after reading a letter talking about Westphalia. That was a repost from Jill's site to the thread.
That's the only thing I could think of that would break the "Peace of Westphalia".

I've noticed a pattern of AQ using muslim terms to describe regions in Europe.
Andalusia was used to describe Spain before the Madrid attacks.
Westphalia roughly equates to the Rhine river region of Europe, if I remember my college Western civilization classes.
