Yes, but the law PROTECTS the animals from being killed before they can be reunited with their owner. If the state takes it upon itself to kill people's pets, reasonable time should be allowed for the owners to reclaim them.
An owner who irresponsibly doesn't have contact information on the collar, apparently doesn't care too much about their pet.
