Thanks for the links. I'm wondering which email address to use. Probably the Consular link.
Dear Sir/Madam,
I'm writing this to express our heartfelt sadness towards Mr. Kim's family, and the Korean people in general. Americans have been rocked in past weeks by the similar murders of Mr. Berg, and more recently Mr. Johnson. May Mr. Kim's family be comforted by the knowledge that he was an honorable man who put himself in danger to help support the demise of an evil regime.
America and the Republic of Korea have been allies for many years. We welcome any military support you can provide to help rid this world of murderous assassins.
Once again, our sympathies to Mr. Kim's family.
Sincerely,

I hope that was ok.
