And here's the specific lowdown on the "mental health" component, included only by reference in the above document. (They really don't want to go out of their way to put this stuff in front of our faces. Quite a bit of indirection involved in getting to the nugget.)

Okay, I've skimmed the recommendations. The only thing I see that remotely comes close to "everyone" is the suicide screening offered to teenagers, which requires parental consent.

But maybe I've missed it. Since you're so familiar with the report, can you please cite the reference to screening everyone?

Also, I see this is a report to the President. Do we know if/how he has responded? Has he indicated that he wishes to implement any of the recommendations?
