Editor's note: A 7-minute audio tape from senior Saudi Al-Qaeda leader Abd-al-Aziz al-Muqrin, also known as "Abu-Hajar", was transmitted Tuesday, April 27, 2004 via the Dirasat Islamic Studies site on the Internet. This site usually posts statements, videotapes, and audiotapes attributed to senior Al-Qa'ida commanders and activists and to leaders of the fundamentalist Taliban movement that was ousted from rule in Afghanistan. Al-Muqrin states that the militant group would carry out more attacks against U.S. interests this year and urged Muslims to avoid American civilian and military sites. He also states that the April 21 suicide car bombing of a security building in the Saudi capital Riyadh was not the work of Al-Qa'ida. His appeal to avoid targeting civilian sites has been considered an "apology" by observers and an admission that it was a mistake to attack the security building which killed up to 10 and injured 148. In the name of God the most merciful, and thanks to God the creator of the universe.
Prayers and peace be upon the purest prophet and messengers, our prophet Mohammad and upon all of his family and his companions.
I would like to talk to my Muslim brothers after a year of continuous Jihad in the Arabian Peninsula to remind them to achieve the unity and to refuse the oppressor and to encourage them to fight for the sake of God every where.
At this time there is no place for rest or inactivity because of the strength of the enemy of Islam and the lack of supporters for the truth.
Happy are those that God uses for His will and blessed are those that have faith and do Jihad for His sake.
After this year in which God has blessed us with victories and some defeats and chosen some of us to become martyrs and made us plague and punishment to the enemies, we renew our dedication to Jihad against the infidels and to fighting the crusaders in the Arabian Peninsula.
According to the commands of God “Fight for the sake of God those that trade the eternal life for the life on earth”. We are optimistic because of God’s promise that those that are killed or win while fighting for the sake of God will be rewarded greatly.
In addition to these two promises, we ask God’s generosity and blessings to grant us victory over the enemy and let us see the country of Islam, which he has promised us through his Prophet (prayers and peace be upon Him) or to grant us martyrdom to follow His beloved and holy people.
I also take this opportunity to confirm the previously announced commitment to the policy of Al-Qa'ida (the base) of Jihad and its militant tactics of targeting the crusaders and the Jews and to avoid the collaborators and those that rejected Islam.
This should not mean in any way that we should tie our hands when we are confronting their aggression against us. If they confront us, enter our homes or scare our women and children, with the help, support and strength of God we are going to show them something that they will not like.
They started the first time and they are the oppressors and the aggressors. They chose for themselves to become the sacrifice on behalf of the aggressors, the crusaders, the Jews and the Americans.
