There would be lots of finger pointing, no doubt.
As an aside, look at Bush's body language in these screen captures. He's relaxed, and just giving a little talk, and he's basically showing that he's on the same level as the other folks in the room. He really likes being there, you can tell.
By contrast, JF'nK's finger pointing gives the sense of a guy who's mad at his dog -- he's definitely not one of the crowd, and he's neither man nor leader enough to make that work.

Electricity is being restored. Oil revenues reached more than 11 billion dollars since liberation. As the new president said last week, those revenues are not being used to build gaudy palaces, but to help the Iraqi people.
He returns to the message that the killers know they have no future in a free Iraq. They want us to abandon our mission, they want us to abandon our work, so they're attacking us. They don't understand America. When we say we are going to do something, we are going to finish the job. (applause).
We are not going to be intimidated--and neither is the new Iraqi Prime Minister.
