A few years ago Afghanistan only had a satellite earth stations - 1 Intelsat (Indian Ocean) linked only to Iran and 1 Intersputnik (Atlantic Ocean region) + a commercial satellite telephone center in Ghazni.

Thus the use of Iranian terrestrial network.
