A house, not approved by the compensation committee would be misuse of funds. But the only difference between a Christmas party and a Chippendale party is the type of party.

Ok then, how about he buys them tupperware at a tupperware party with public funds? Is THAT ok?

The problem is money going to where it is not authorized to go. Some places do authorize Christmas parties.

No there might well be funds authorized for extracurricular activities for the staff that are team building and/or morale boosting. Those funds might include parties.

It's the nature of the party that is the issue.
