He's not sleeping, he's doing this for the camera. He's got the same look on his face my kids get when they are trying to pretend they are sleeping...it's almost like a smirk.
A caller to Washington Journal just talked about the Clinton's nodding off during the funeral. He said it took Ronald Reagan to get Bill and Hillary to sleep together again.
