That was my understanding, too. Imam Mohammad Magid, from the DC area muslim society was listed as a particpant but no mention of how he was to actually participate.

In the 9/11 memorial service in the National Cathedral, a Muslim imam participated. He wore Muslim garb and said a prayer, I remember.
