Isn't there a Mars equivalent of Florida where it could winter?

They are there now. The landing zones were chosen to be at or near the Martian equator so the angle of the sun would be near optimum to keep the PV panels putting our some reasonable current.

The next one won't have this problem. It will use RTGs (nuclear sources don't need to worry about whether or not the sun is out, or how cold it is outside) and will be about the size of the old VW "Beetle". Pretty cool, Herbie The Love Bug on Mars...
