I thought the first wreath was for judicial the second legislature and third executive? any way the first one saluted and the second was Hastert? I don't know why he thought a salute was appropriate.

The first wreath was from the Senate by the Senate Pro Stevens. Perhaps he was in the military, Hastert and Cheney were not.
