MSNBC is having a conversation about Margaret Thatcher.
They say that because of a stroke she had she can't speak
publicly any more. But she promised Ron she would do a
eulogy for him. So she recorded it previously and it will
be played sometime in the near future.

Apparently the condition of the Iron Lady is such that she CAN speak and get about and so forth, but at her own pace.
Thus, while she will appear, and has prepared a videotaped eulogy, she would risk another stroke if she attempted to deliver that eulogy live.
