"12:00 noon PDT Lying in Repose begins in Main Lobby of Library for public to pay respects and continues through the night." Does this mean that people can visit all through the night? I am planning to drive down there this evening. Does anyone know if the viewing will be available literally all hours?

People can pay their respects throughout the night, straight through to 6:00 pm tomorrow. My wife and I are thinking about getting there about midnight.

Yes, viewing will be continuous for 30 hours, until 6pm on Tuesday. They anticipate 2,000 people an hour, parking is at the college nearby.
