The only reason Raines is speaking the truth here is that he is intensely resentful at Kerry's incompetence standing in the way of Raines' rat party from regaining full power soon. He is a ferocious rat partisan, just like all New York Times scum.
The pull quotes and the title (below) are a little misleading. Actually, Raines undertakes the task of telling Kerry how to win.
