The State Department is scrambling to revise its annual report on global terrorism to acknowledge that it understated the number of deadly attacks in 2003, amid charges that the document is inaccurate and was politically manipulated by the Bush administration.link
What's interesting here is that Powell actually agreed to reissue the report.

...is ridiculous. We're in a war in Iraq, and there's no way you can include wartime activities as acts of terror. Waxman's overreaching here, as the facts clearly prove that our War On Terrorism is succeeding with flying colors!!
