why bother with all that when a cell phone call can be used to detonate the device on the train? why risk going out to the tracks to plant a device? they could also trigger it by being in a car near the tracks, on an overpass or something, and using a handheld garage door opener to trigger it as the train passed by.

Well, I don't know this area at all, but for example: Someone could plant the sensor say in March. Then in July, they could get on the train with their "device" at some point maybe 2 hours away from the sensor location. Then they can get off the train at a stop maybe 1 hour before the train gets to the trigger location. That would possibly give them time to even get on a plane and be hundreds of miles away. One guy could carry out the whole operation.
