This could be very significant.

Put transmitter (such as was found) where you explosion to take place. In fact, put multiple transmitters all over area, even country.

Worst locations would be inside tunnels, on bridges.

Then terrs put explosive packages on trains you know are going in that direction. Explosives could be attached hundreds of miles away.

First of course, you put explosives on the repair trains, so when they move, it gets worse.

Ensure receiver has 1 minute delay, so explosion does not take out transmitter, or locate it exactly.

Very much like the WWII "Third Reich Railroad Ministry Car Counting Device." OSS put them on trains in France n WWII. Had electric eye. Whenever that had a sudden, prolonged loss of light, (like when going into tunnel,) bang!
